Watkinsville's water comes from Oconee County's utility department, which serves about 31,000 people. The county buys roughly 98% of its water from the Bear Creek plant, run by the Upper Oconee Basin Water Authority, which draws from the Bear Creek Reservoir and the Middle Oconee River. If your water carries rust or sediment, for example from old galvanized pipes, the no-power tank isn't the right fit. In that case we'd put the carbon on a valve that flushes the tank on a timer instead - a paid upgrade that needs a nearby outlet and drain.
